本研究の目的は、移民受入国と送出国の二国間連携による移民教育政策について検討することである。その際、歴史的な移民大国であるフランスが、9カ国の移民送出国(ポルトガル、イタリア、チュニジア、モロッコ、スペイン、セルビア、クロアチア、トルコ 、アルジェリア)との二国間協定を基盤として行う「出身言語・文化教育(Enseignements de langue et de culture d'origine:以下、ELCO)」プログラムを分析の対象とした。1973年に導入されたELCOとは、移民送出国が採用、派遣、給与負担するELCO教員によって、主に9カ国出自の子どもを対象に行われてきた出身国の言語や文化の教育である。この教育は、フランスの社会や学校への迅速な統合、出身国とのつながりの保持、という2つの目的を持って開始された。今年度は、昨年度に引き続き、フランスと移民送出国の双方によるELCOプログラムへの認識や位置づけの把握(課題1)、ELCOプログラムの運用実態の解明(課題2)に取り組むとともに、二国間連携による移民教育政策としてのその機能や課題の検討（課題3）を行った。【課題1】学校における多言語環境への貢献というELCOプログラムへの新たな位置づけがなされつつも、それが当初の目的に取ってかわったのではなく、目的が広がりをもつに至ったことを指摘した。【課題2】制度的位置づけ、教育内容、及びELCO教員の質に着目し、双方の連携や共同実施によって行われる運用の実態を明らかにした。【課題3】二国間協定という形態が、より移民の子どもやその家庭と意見や立場を共有していると考えられる移民送出国との対話を基に、より移民の子どもによりそったプログラム運用を可能としている点を指摘した。以上を、フランスのみならず移民送出国も対象とし、双方から検討した点が本研究の意義であるといえる。

The purpose of this study is to discuss immigration education policies between receiving and sending countries. The international and historical immigration powers, the immigration sending countries of 9 countries (classified, classified) and the international agreement on the basis of "Enseignements de langue et de culture d'origin: ELCO" are analyzed and compared.
