项目摘要

本研究は、日本の公立義務教育諸学校における教員給与システムを①国―都道府県―市町村の関係、②自治体ごとの人件費、③労働条件等の多角的な視点から検証することによって、日本の教員（教職員）給与施策の構造と課題を明らかにすることを目的としている。特に、①地方分権改革によって各自治体の義務教育諸学校における教員給与費の水準は維持できるのか、②学校における複数の職と比較して教員給与をどのように捉えるのかといった課題を持っている。そのため、（１）文献レビュ―による教員給与政策研究、（２）47都道府県ならびに20政令指定都市での教員と学校事務職員給与の実態調査、（３）先進自治体における教育給与の実態調査を行うことを想定している。2022年度はこれまでの教職員給与政策の理論的整理と2019年度実施のアンケート調査結果を総合的に勘案し、地方分権改革時における教職員の給与政策を検討した。学校の基幹職員である教員と学校事務職員の給与に着目することで、自治体独自の給料表作成と手当の決定要因について検討している。特に、自治体ごとの義務教育諸学校の教員給与を検討するにあたり、義務教育費国庫負担の対象となる教員と学校事務職員を同時に捉えるという視点をもった。これは、自治体ごとの義務教職諸学校の教職員給与システムを網羅的に検討することができるためである。このような視点をもとに、引き続き、教職員の自治体間の「差」の持つ意味や各自治体の会議録や給料表作成の基準等を元に分析枠組みを構築する。
