日本の南極政策の歴史的経緯に関する調査を実施し、南極地域における科学観測の継続・充実と南極条約体制（ATS）の多国間意思決定機関としての正統性の維持を優先課題としてきた政策的対応のあり方を分析するとともに、環境保護と資源管理に関する政府間交渉の動向と日本の対応について引き続き調査をおこなった。日本の南極外交の説明要因の分析では、南極条約環境保護議定書の日本の国内実施において、特に科学観測活動により生じる廃棄物管理において徹底した取組がなされてきた要因として、長期間にわたる国際科学協力への参加を通じた関係者の社会的学習が作用した可能性が示唆された。他方で、南極条約協議国会合において採択された合意措置や環境保護議定書の批准の遅れを招いた国内政治的要因に関しては、産業界の影響力は限定的であった一方で、前例踏襲主義やセクショナリズムといった要因が作用していたことが示唆された。また現在においては、南極の環境・生態系保全のためには、気候変動や海洋プラスチック汚染等、南極域外におけるグローバルな対策の強化が必要とされる状況となっており、そうした課題に対処するためのATS内外の多国間制度の調整と日本がとりうる方策をレジーム複合体の分析枠組みを用いて検討し、南極研究科学委員会（SCAR）が主催する第10回オープンサイエンスカンファレンスにおいて研究発表を行った。並行して、南極海洋生物資源保存委員会（CCAMLR）が先駆的に取り組んできた漁業資源管理における生態系配慮の規範と原則が日本の主要な漁業関連法・政策文書にどのように反映されてきたのかを分析した。

The investigation of the history of Japan's Antarctic policy, the implementation of scientific research in the Antarctic region, the maintenance of the legitimacy of the multilateral decision-making organs of the Antarctic Treaty (ATS), the analysis of policy aspects, the development of intergovernmental exchanges related to environmental protection and resource management, and the investigation of Japan's response to the Antarctic Treaty. An analysis of the main causes of Japan's Antarctic diplomacy shows the possibility of Japan's domestic implementation of the Protocol on Environmental Protection to the Antarctic Treaty, its scientific research activities, its thorough organization of waste management, and its participation in long-term international scientific cooperation. Other parties to the Antarctic Treaty agreed to adopt measures for ratification of the Protocol on Environmental Protection, and to attract important domestic political factors and influence of industry. Antarctic environment, ecosystem preservation, climate change, marine pollution, extra-Antarctic environment, the need to strengthen policy, the status of the problem, the adjustment of multinational systems inside and outside the ATS, and the policy of the analysis of the complex. The Scientific Committee on Antarctic Research (SCAR) is the 10th member of the Scientific Committee on Antarctic Research. In parallel, the Commission for the Conservation of Antarctic Marine Resources (CCAMLR) has established a framework for the regulation of ecosystem management and the analysis of Japan's principal fisheries related laws and policy instruments.
