项目摘要

本研究グループは、日本福祉のまちづくりの特別委員会である「国家資格等に関連する合理的配慮特別研究委員会」を母体として研究活動を行っている。障害のある人が障害のない人同様に能力を発揮する機会の第一歩として、国家資格を取得し専門職として活躍できる社会システムの構築が急務である。応募者が行った独自調査（2014年実施）では、国家資格試験での特別措置の実施状況も資格試験合格後の資格取得の状況にも大きく差異があることがわかっている。障害者基本法の改正（2012年）や障害者差別解消法（2016年）後、合理的配慮による障害者特別措置に変化はあると考えられるが、その状況は明らかではない。本研究では、各種国家資格試験の資格を横断的に調査して、障害種別に横断的に研究・分析することにより、障害者特別措置のあるべき形を提案することを目的としていた。各研究者の研究活動においては、資格試験における障害者への合理的配慮に対して①各種国家資格試験の障害者特別措置の問題点は何か、②大学等で資格取得を目指す専門職養成課程における障害学生の各種国家資格受験に関する問題点は何か（養成課程での実習・演習を中心として）、③障害者が取得した国家資格を駆使して社会で活躍するための工夫はどのようであるか、④民間検定試験の障害者特別措置の現状の問題点は何か、⑤高等学校教職員が障害学生の進路指導の現状の問題点は何か、の5点が問いとして設定され、調査活動を行った。②③⑤の調査は行き詰っている。理由はコロナ禍による外出自粛の上、該当する障害者が見つからないためである。合理的配慮が障害者差別解消法で法的に義務化されたことにより、本研究グループの母体となる委員会が発足した当初（2013年）と比較して社会的状況が変化し、資格試験の障害者特別措置に対する課題の所在も変化したためと考えられる。

This research is conducted by the Special Committee for the Welfare of Japan, the "Special Committee for the Rational Allocation of National Qualifications, etc." The first step in the development of opportunities for people with disabilities, national qualifications, access to jobs, and the construction of social systems is urgent. Individual survey of applicants (implemented in 2014), implementation status of special measures for national qualification examination, and status of qualification acquisition after qualification examination are significantly different. After the Amendment of the Basic Law on Defenders (2012) and the Law on Differential Elimination of Defenders (2016), reasonable consideration should be given to the special measures for Defenders. This study aims at cross-cutting investigation of qualifications for various national qualification examinations, cross-cutting research and analysis of types of barriers, and proposals for special measures for barriers. Reasonable consideration of the handicap in the research activities of each researcher (1) What is the problem of special measures for handicaps in various national qualification examinations (2) What is the problem of handicaps in various national qualifications of students in vocational training courses (3) What is the problem of special measures for handicaps in various national qualification examinations (4) What is the problem of special measures for handicaps in various national qualification examinations (5) What is the problem of special measures for handicaps in various national qualifications of students in universities (6)(3) Obtaining national qualifications for the disabled, making the society active, and working hard;(4) Problems with the status quo of special measures for the disabled in the civil examination;(5) Problems with the status quo of guidance for the disabled students by university staff; and (6) Investigation activities. 2. The investigation was conducted in the middle of the investigation. The reason for this is that when you go out from the top, you should see the damage.
