项目摘要

「産消提携」の有機農業運動の最新動向として、2019年２月に開催された第48回日本有機農業研究会全国大会総会（於滋賀県）における参加型保証システム（PGS）についての議論とその後の経過を把握した。「産消提携」（CSA）とPGSの親和性は各地で認められ、IFOAM・PGS委員会の活動と相まって世界的な広がりをみせている。日本では「オーガニック雫石」が2018年12月、日本初のIFOAMからPGS認定機関との認可を受けた。「オーガニック雫石」は、地域の農と食文化をつなぐ活動を行う会員20人（うち有機農家６戸）の団体である。2019年８月に、同団体の第4回目となるPGS農場調査を参与観察し、12月にはその知見も加え、有機農業運動におけるPGSの意義について報告発表を行った（於農林水産省北陸農政局、金沢市）。そこでは、日本有機農業研究会は「有機農業推進法」（2006年）に基づく第3期に当たる新基本方針の策定時（2018年12月～、４月公表）においても前期同様、「『有機表示』に関するPGS等の検討」を要望し、PGSは審議の俎上にも乗った。環境直接支払制度との関連も言われたが、PGSは地域に焦点を当てた生産者・消費者の相互協力による「信頼」に基づく相互理解増進のためのしくみであると、指摘した。草の根の運動から始まった日本の有機農業運動は、1年目に調査を実施した「大平農園」と「わかば会」の産消提携にみられるように、小規模・家族農業の有機農家の農産物を介在した地域コミュニティづくりが原点である。そして多様な原点があるが、その一つの原点を高度経済成長期の公害、「水俣病事件」に溯ることができる。2020年１月、熊本県水俣市を会場に開催された第49回日本有機農業研究会全国大会総会は、そうした原点から今日の社会と今後の課題を見通す重要な会議であった。調査全体を通してそうしたことを確認した。
