项目摘要

今年度は９月にカナダ・オンタリオ州トロントに訪問し、オンタリオ州子どもとユースアドボカシー事務所元所長アーウイン・エルマン氏へ追加の聞き取り調査を行った。特に研究実施計画で述べている以下の諸点について詳細に把握することができた。①声を上げられない子どもの声の聴き方、②子どもの傍に常に寄り添い支える大人の存在を得て、子どもが自ら声を上げられるようになるその過程、③子どもの声を子ども自ら束ね、それを政策決定者に届けて政策改善に反映させる過程である。これらについてほぼ全体的に把握することができた。さらに前述のアドボカシー事務所の実践を詳細に捕捉するために、当事務所に勤務した経験をもつ、当事者ユースに追加の聞き取り調査を行った。彼女はユースグループのリーダーとして、子どもやユースの声を自ら束ね、それを意思決定者に届ける過程を調整したりとりまとめたりする、子どもやユースのモデルとして子どもアドボカシーを牽引する役割を負っていた。こうした子どもやユース自身が仲間と共に自らアドボカシーを起こしていく先駆的な子どもアドボカシーの方法は日本で全く認知されていない。そのため得た貴重な知見をとりまとめ、「子どもアドボカシーつながり・声・リソースをつくるインケアユースの物語」（明石書店）として上梓した。また前述について同時期に行われた国際学会・ケンプカンファレンスにてシンポジウムを組み報告した。アメリカ・ウクライナ・オランダ・カナダ・日本（申請者）で子どもの権利アドボカシー機関の設置状況と今後の課題について討議した。アメリカは全世界において子どもの権利条約を批准していない唯一の国であることから、引き続き粘り強く批准に向けて国へ働きかけることと、子どもの権利に即して「子どもの参加」を核に今後も継続的に議論を続ける必要性が確認された。
