本研究は、日本社会を支える福祉制度の理想モデル構築を目指し、弱者救済の思想的・実践的伝統を有するイギリス社会を例にその制度を支えた歴史的条件について探求することを目的とする。拙著（「中世イングランドにおける救貧活動と介護施設の変遷――都市のホスピタルを中心に―― 」、 研究年報『経済学』第76巻第1号 （2018年）, pp. 125-144）を出発点とするこれまでの研究実績を踏まえ、本研究では都市行政の一環として弱者救済の施設運営がそこに組み込まれる過程について解明してきた。そこでの研究では、商業拠点として高度な制度蓄積を実現した自治都市群を中心に多様な救貧施設の運営状況や、当該時期における著しい経済的・社会的変化により生じた施設運営上の諸課題に関する文献調査を行い、初期の都市型救貧施設が抱えた諸問題解決に向けた都市政府の対策を中心に、施設運営改革に関する基礎的事例について調査してきた。また、救貧施設運営上の諸問題と都市政府の対応についてのデータ収集も行った。さらに、当該救貧施設側が直面した主要課題の特質について明らかにしうる文献情報の調査も実施した。その結果、施設の運営資金を提供する寄贈者や受託者ら異なるステークホルダー間で生じる複雑な利害関係の下で救貧介護施設が運営されていた様子を解明するに至った。また、入所者の意見や生活状況をもとに、当該施設の全体像を浮き彫りにすることができた。令和５年度（２０２３年度）の研究では、以上のデータ及び文献情報をもとに、都市ホスピタルの運用実態について、特に都市行政とのかかわりを中心に、独創的な都市史研究の一環とすべく本研究の成果を取りまとめる予定である。
