项目摘要

イギリス近世は、19世紀の急激な工業化に先駆けて地域振興を担う中核都市の勢いが顕在化し、都市化が進む注目すべき時代である。本年度は、都市自治体(コーポレーション)が非公式な経済活動や社会関係を、住民参加型の司法と行政に支えられた市民社会へ取り込む役割を担っていたことこそ、イギリス型都市自治の特色であったとする仮説をもとに、公共政策の発信源としての役割を果たし、地方の経済拠点として都市再生を成し遂げた諸都市に残る一次史料の分析を行った。まず、人口構成の面から非市民や移住民の生活実態を把握するため、都市住民の世帯構造の調査と分析を進め、中心市街地と郊外地区との間の都市空間比較を行った。その結果、市内に常態化する経済格差と流動性の高い人口動態のメカニズムの存在を裏付ける証拠を得ることができた。一方、経済面では、行政監視の外で住民個人が結ぶ社会関係やヴォランタリー・アソシエーションにおいて実践される相互扶助に人々が多くを依存していた様子も示された。その結果、地方の拠点経済を潤したのは、野放図に広がる市場原理でもなければ硬直的な行政サービスや中央政府主導の施策でもなく、定住民と移住民との間の信用関係と産業と技術の地道な集積であったことが明らかになりつつある。しかも、これら人口の動きと経済・社会のあり方はいずれも都市自治の礎となるべく福祉、環境、公共サービスの実践とそれを支える思想に著しく影響したこともわかってきた。本研究ではイギリス近世の都市づくりの事例から、自治都市の本質が、家父長的政府や自治体によって管理された閉鎖的政治共同体の支配にあるというよりは、開放的な経済社会とそれを前提とする風通しのよいガバナンスに由来することが一層明確になった。こうした発見から、初期近代イギリス都市研究において「公式」・「非公式」という2つの世界の相互作用に注目し、都市型社会の成熟過程を分析する新たな方法の有効性を示すことができた。
