2020年度から延期してきたニューカッスル大学への渡航を2022年5月に開始し、同大学の客員研究員として、主な海外共同研究者であるStephen Elstub博士との共同研究を、次の通り行った。（1）関連する基盤研究（20H04387）の一環として実施した「気候市民会議さっぽろ2020」について、Elstub博士が公式評価者を務めた英国議会主催の気候市民会議（CAUK）を比較対象として、参加市民の熟議の状況を中心に比較分析を進めた。（2）2019年以来、英国各地の自治体やスコットランドで行われている気候市民会議の事例を収集し、主催者や企画運営者など関係者へのインタビュー調査と資料収集を行った。（3）Democracy R&Dの年次大会（2022年9月、ベルリン）や、熟議デモクラシーに関する「秋の学校」（同年10月、ベルギー・・ユーペン）を始めとする国際会議に出席するなどして、民主主義のイノベーションや気候変動対策と市民参加に関係する研究者や実践家との交流を図った。英国や近隣諸国における民主主義や気候変動対策と、その歴史的背景について理解を深めるため、関連する博物館等の見学も行った。（4）以上の成果を土台として研究をさらに発展させるため、海外共同研究者と議論して2023年度以降の研究の展開戦略を検討した。検討結果をもとに、「気候民主主義」をテーマとした新たな研究課題を基盤研究（A）として申請し、2023年2月に採択された。英国への渡航に先立つ2022年5月中旬に、本研究の基課題である基盤研究（17H01927、2017-19年度）や、それを発展させて実施した基盤研究（20H04387、2020-22年度）とも連動して進めてきた一連の研究を中間的に総括し、日本語の単行本として出版した（三上直之『気候民主主義：次世代の政治の動かし方』岩波書店）。

(3) Democracy R&D Annual Conference (September, 2022), discussion session,"Autumn School"(October, 2022), international conference, participation in international conferences, discussion session, discussion session.
