1.先進事例の収集：各種文献より、郊外住宅地におけるまちづくり活動を抽出した。実施主体としては、自治体、開発者、NPO、銀行などがみられた。開発者の中には建築関連事業者（以下、事業者）も見られたが、その多くは大手企業であり、草の根的な活動の抽出は文献調査からは容易ではないことがわかった。2.調査対象候補地の基礎的調査：調査対象地の候補である千里ニュータウンと、その比較対象となりうる泉北ニュータウンにおいて以下の基礎的な調査を行った。（1）市民活動の状況：文献調査とまちづくり活動の実施者に対するインタビュー調査により、両ニュータウンを対象としたまちづくりに関する市民活動の状況の把握を行った。（2）事業者の分布状況：千里ニュータウンにおける事業者の立地、企業規模、業務内容を、文献調査により把握した。小規模事業者は地区センター以外の場所に点在している。これらの中には、ニュータウンの用途規制ゆえに事務所・店舗の店構えを持たずとも、ニュータウンを商圏とする事業者兼住民として、地域に対する向社会的行動を実施している可能があると考えられる。3.事業者に対するインタビュー調査：上記の結果と本研究の仮説を照らしあわせ、調査対象団体の選定条件を得た。千里・泉北ニュータウンにおけるこれらの団体に参加する事業者に対するインタビュー調査を実施中である。泉北のNK氏の事例から、工務店の向社会的行動としてのNPO活動が本業の受注につながる可能性が確認され、その実現のための条件に関する仮説を得た。一方、千里においてはこのように受注につながる事例は数少ない。その背景のひとつに、市民活動において商売っ気を出すことがタブー視されることがあげられた。そのため、本調査の仮説の検証のためには、商いと住まいが混在している市街地も対象とすることも視野にいれる必要があることがわかった。
