Laws consist of vague expressions to cover various situations. It is therefore necessary to reflect concrete interpretations given later, e.g., by court cases, for organization operation or system construction/operation considering rights or obligations defined by laws.This research has proposed a method for modeling and analysis of laws and their interpretations by resembling principles in requirements engineering that supports refinement, analysis and change tracking of goals in an organization or system. The proposed method facilitates non law experts to analyze and make decisions about concrete requirements and identify impacts and countermeasures for changes such as new court cases by considering existing law interpretations.
