地方都市では、交通空白地域の拡大および少子高齢化の進行といった中で、移動に不便を感じる住民が増加している。そこで本研究では、今後の移動支援の在り方を、住民組織が主体となった輸送サービスに着目する形で明らかにすることを目的としている。今年度は、主に次の二点に基づき研究を進めてきた。第一に、高齢者の移動ニーズに対応した旅客運送サービスの一つである互助輸送（道路運送法の許可・登録を要しない輸送）に関して、全国的な研究を進めている研究組織にヒアリング調査を行い、実態を把握することとした。導入時の必要検討事項や、行政の支援内容、導入後の運行組織に対する支援内容、輸送サービス以外の事業運営による収益確保の対策、課題となっている運転手の不足や高齢化への対策に関して、明らかにすることができた。第二に、事例研究として、交通空白地域において住民が主体となり運行されている地域交通に着目し、運行組織である住民組織や行政、導入や計画策定にあたり支援してきた運行支援者らにヒアリング調査を行った。取り組みによっては利用者負担のみならず、非利用者も含めた地区負担金も集めており、しかも大きな抵抗がなく得られていることが明らかとなった。さらに基金の積み立てや、地域内の施設や機関から支援金を得るなど間接的支援も得ながら運行されていることが明らかとなった。こうした費用負担の在り方が、今後の継続運行に寄与する可能性が示唆された。
