本研究は，地域で芽吹いている福祉のまちづくり活動に着目し，人口減少・高齢化の状況に適応させながら地域主体の持続可能な福祉のまちづくりの基礎的研究を目指している。本年度の研究内容は，地域に対する愛着度が高くNPOと自治体との協働事業数が増加傾向にある福岡県の認証NPOを対象に実施したアンケート調査のデータベース化を行うと共に，福祉のまちづくり活動の連関状況などの比較分析を行った。現状の萌芽的な福祉のまちづくり活動はそれぞれ活動主体が異なるが，地域において芽吹いているものとして運営組織が地域居住者（一般市民）である場合が多い。地域居住者の関心・盛り上がりを指標化することで，地域に開かれた福祉のまちづくりの方向性を探り，それらの成熟度を整理する方法論を検証することは重要であると考える。また，人口減少や高齢化に加えパンデミックを経た今後の自治体の施策方針を検証するうえでも意義のあるデータ構築が図れると考えている。以上のことをふまえ，本年度は認証NPOの活動に限定せず，社会福祉法人（指定障害福祉サービスを提供する入所系施設や障碍者グループホームなど）にも活動の現状や福祉のまちづくりに関する意見収集をアンケートにより実施した。認証NPOが行う活動と比較し，障碍者施設が行う活動が地域に対してどのように位置付けられているか，あるいは日常的な活動が地域に対して開かれたものであるためにはどのような体制が必要になるのかを明らかにすることで，これまで継続して取り組んできている「地域主体の持続的まちづくり活動に関する研究」や「高齢者の暮らしと周辺地域に関する研究」と連動した包括性の高い調査・研究を進めている。

This year's research focuses on the comparative analysis of the relationship between the high level of interest in the region and the increasing trend in the number of NPO and cooperative enterprises, the implementation of NPO certification in Fukuoka Prefecture, and the development of social welfare activities. The current situation of the budding well-being of all activities is different from the main body of the activity, and there are many occasions for the residents of the region (ordinary citizens). The concern of the inhabitants of the region is reflected in the direction of the well-being of the region, and the methodological evidence of the maturity of the region is examined. This year, the NPO certification activities are limited to the status quo of social welfare organizations (designated welfare organizations) and the opinions of welfare organizations.
