余暇時間の活用や生きがいの創出を目的として、地域づくり活動や様々なボランティア活動等、NPO的な活動の動きや組織化は、近年ますます活発化している。近年言われ続けてきた"コミュニティの希薄化""地域社会の崩壊"は圏域の見方を変えれば虚実であり、地域社会の範域が拡大している現在、人々を動かす起動力は「近所に住んでいる住民どうしの相互扶助」から「個々人の自己実現のための方法・目的」へ、すなわち、活動組織は地縁集団から機能集団へ変革していると捉えられる。さらに、居住地域を基盤とした活動は、圏域が無限に広がるわけではなく、広範囲で組織化した後、分科活動として、あるいは活動成果の持ち帰りとして、近隣コミュニテイに回帰し、近所程度の身近な地域に最終的に還元できるという現象もみられる。これらの社会情勢を踏まえ、本研究では、住民主体の活動が地域社会において展開する圏域とその目的性、及び、地域への還元性相互の連関、言い換えれば、『住民主体活動のアソシエーション化とコミュニティ回帰』を対象とすることで、これからの都市型地域社会における地域づくり活動の課題の抽出と今後の住民主体活動への行政支援の方向性を明らかにしている。2年度の研究期間においては、02年度:住民主体活動のアソシエーション化の実態把握と地域意識・活動圏域との連関分析、03年度:現代都市型地域社会と活動圏域の捉え方と今後の行政支援方策の提示を目的として研究を進め、機能分化と目的意識が明確化する方向にある都市型地域社会に活動する住民の高い地域意識を検証し、今後の都市型地域社会の新たな捉え方の提案と、多様な住民意識に適応した行政支援方策の必要性を示した。
