项目摘要

本研究の目的は我が国で行われている自主的漁業管理の効果の把握及びメカニズムの解明である。そのために、北海道沖合底曳網漁業および北部太平洋大中型まき網漁業を対象とし、詳細な操業データをもとに分析を進めている。本年度の最大の実績は北海道沖合底曳網漁業のプール制管理について、Marine Policyという海洋政策のトップジャーナルに論文を出版したことである（Sakai et al. 2022）。本論文はプール制という漁業者の自主的な管理の効果を差分の差分法を用いて明らかにした初めての研究である。従来の研究はプール制の導入前後の比較やプール制を導入している漁業としていない漁業の比較に終始していた。しかし、これらのアプローチでは制度の効果をより正確に把握することは困難である。縦の比較では同じタイミングで起きた資源変動や経済ショックの影響を除去できず、横の比較ではそもそもの漁業特性の違いを除去できないためである。これを踏まえ、本論文は室蘭と渡島の単価（分析１）及び室蘭と他地区の沖底船の生産性（分析２）をプール制導入前後で比較するという差分の差分法を実施した。これにより、プール制の効果が単価及び生産性の２－３割程度の増加であったことが示された。これは自主的漁業管理の効果について信頼性の高いエビデンスを示した数少ない研究であり、大きな意義があると言える。Sakai, Y., Ishihara, H., & Ishino, M. The purpose of this study is to grasp the results of independent fisheries management in China and to clarify the problems. A detailed analysis of the fishing activities of the Hokkaido Omiseki and the northern Pacific Ocean's large and medium-sized fishing nets was carried out.
