项目摘要

律令国家が日本列島周縁領域の支配をいかに拡大したかという点について、従来は、軍事面の解明に重点を置いてきた。また、周縁領域の住民をひとまとまりの集団と見なし、律令政府vs各異民族という単純な対立構造で捉えがちであった。その結果周縁領域の住民を、武力によって律令制支配に服した“敗者”として扱ってしまっている。こうした日本古代周縁史研究に見られる中央偏重な歴史認識の克服を目指し、本研究は、律令国家が周縁領域の豪族層の協力・理解を得るために採用していた非軍事的アプローチの一端を解明するため、官人として登用された周縁領域の豪族層を取り上げる。そして、彼らのうちどのような人物が任命されたか、いかなる過程でどういった官職に任じられたか、官人としての活動の実態はいかなるものであったかを明らかにする。本年度は、以下の２つの検証を実施した。１）古代南九州にルーツを持つ中央官人の検証大隅乙万呂の基礎的考察を行い、その結果と、すでに検証を終えていた、大隅忌寸公足、大隅忌寸三行、大隅直坂麻呂、薩麻君国益の成果を総合して、古代南九州にルーツを持つ中央官人を分析し、どの程度の数の人たちがどういった官職に任じられたか、誰がいかなる過程で中央官人になったかを明らかにした。その上で南九州の人々が律令国家の支配を容認した要因を考察した。２）古代南九州の郡司の検証郡司に関連する諸制度の整理と南九州の各郡司の分析を行い、人物的特徴、郡司就任までの過程、採用時期、勲位・位階の獲得・昇進理由を個別具体的に明らかにした。次に、この結果と諸国の事例を見比べ、南九州の郡司の特異性を指摘した。そしてこの特異性こそが、政府が南九州で実施した武力によらない働きかけの１つで、南九州の郡司の優遇措置であると同時に、郡司（郡領）に任じた政府に協力的な有力者層を保護・育成する効果があり、彼らが再生産された結果、支配が進展したと主張した。
