本研究は、現代世界における普遍的な価値観や規範の動揺、国際秩序の不安定化を象徴する、民主主義の動揺やポピュリズムの伸長、格差の拡大や移民・難民の流入といった問題の一例として欧州統合を取り上げるものである。統合の拡大によって顕在化しつつある諸問題をめぐって、その歴史的一起源を探るために、本研究はデタント期から新冷戦期における地中海の地域秩序の動揺や安全保障環境の変容を手掛かりに、欧州統合の南方拡大の過程を実証的に跡付ける。その過程で民主主義や人権といった普遍的な価値規範がいかなる作用を及ぼしたのかを考察し、その意義と逆説性を提示したいと考えている。上記の問題意識に基づき、初年度にあたる2022年度は、1980年代におけるヨーロッパ冷戦の文脈から、地中海の安全保障問題の諸相を鳥瞰的に分析し、欧州共同体（EC）の南方拡大がいかなる形で関係していたのかを検討した。また、その過程で民主主義や法の支配といった普遍的な価値規範がどのように作用し、安全保障をめぐる課題の対象として組み込まれていったのか、という視覚を導入し、文献調査と資料の読み込みを進めた。その結果、ECの南方拡大が単純な経済統合としての成果を超えて、民主化を経て政治的な安定を模索する南欧諸国と、それが政治経済面のみならず安全保障上も有益であると考えるECや北大西洋条約機構（NATO）など国際機構の思惑とも合致したことで進展した側面に光を当てることができた。その成果の一部を学会発表「新冷戦期ヨーロッパにおける安全保障問題の一試論：地中海地域を中心に」にて論じ、活発な質疑応答で様々な発展可能性を得ることができた。その成果を踏まえつつ、英国立公文書館での史料調査も実施し、当該期の西欧安全保障に関わる史料を収集する機会にも恵まれた。
