本年度は研究目的(4)の政治経済学及び選挙モデルの基礎研究として、認知バイアスを持つ有権者が存在する選挙における政治家による誤情報の供給可能性についての研究を実施した。認知バイアスを持つ有権者が存在する選挙における政治家による誤情報の供給可能性については、東京理科大学経営学部岸下大樹氏との共同研究である”Strategic Misinformation: The Role of Heterogenous Confirmation Bias”という論文が中心である。本研究では、政治家が有権者の少数に支持される誤情報を推進することがあるのはなぜかについて検討する。そのために、現職の政治家が特定の問題について真実を支持するか否定するかを決定し、公共財を生産するために努力を払うという2期間選挙モデルを構築する。その結果、低能力な現職政治家は、たとえ少数派の有権者しか信じていなくても、誤報を支持する選挙的インセンティブを持つことがわかった。このインセンティブを生み出す鍵は、確証バイアスの異質性である。確証バイアスは、人々が誤った情報を持続的に受け入れるように導く心理的バイアスである。能力の低い政治家は、有権者の確証バイアスの分布の分散が十分に大きい場合に限り、選挙によるaccountabilityを弱めるとして、真実を否定することが分かった。我々のモデルは、政治家のインセンティブと誤報の拡散を支える心理的バイアスの相互作用を理解するための基礎を提供するものである。上記の研究を2022年度公共選択学会第26回大会にて報告した。
