本年度は研究計画の(3)に記した選挙に関する理論的研究及びそれに隣接する分野である財政・公共経済学分野の租税競争理論と政治過程に関する研究を行った。内容としては下記の3つがあげられる。(i)国際化を組み込んだポピュリズムに関する理論的研究: 本研究では極端に低い課税政策と国際化の関係について、2国間租税競争にその国家の政策決定者がbenevolent か leviathan かがわからないという情報の非対称性を組み込んだモデルを構築し分析を行った。結果として、もし技術力が十分に低い国においてpopulismが起きると、populismが起きた国の厚生は改善し、対してもし技術力が十分に高い国においてpopulismが起きると、世界全体の厚生は改善することを示した。一般にポピュリズムは負の効果について着目されがちだが、厚生に正の影響を与える可能性があるという点で新規性がある。この研究は、東京大学大学院経済学研究科岸下大樹氏との共同研究であり、現在海外雑誌に投稿中である。(ii) 租税競争下における隣国への態度に関する研究: 本研究では国際資本市場に接続している2国間租税競争に直面している状況下で、各国の住民は「税率を決定するpolicy-maker」を決定する際、altruismな候補者かmaliceな候補者どちらを選挙において選択するかという問題をdelegationの分析手法を用いて研究を行った。結果として、もし2国間の貿易における立ち位置が同じ場合(両国とも輸入(出)国)、選挙においてaltruismな政治家が選択され、もし2国間の貿易における立ち位置が違う場合(片方が輸入国で、もう片方が輸出国)、選挙においてmaliceな政治家が選択されることを示した。この研究は、東京大学大学院経済学研究科小川光教授並びに益田拓氏との共同研究であり、現在海外雑誌に投稿中である。
