项目摘要

本企画では、不安定流動社会における日本型雇用慣行のオルタナティブとなりうるコミュニティ創造論の構築を最終目的に、関連する三つの領域（①ベンチャー業界、②サードセクター業界、③小商い業界）を5年間研究する計画を立てた。その初年度となる令和4年度は、特に②の研究で著しい進展があった。その具体的分野は、②で焦点化していた東京都ソーシャルファーム条例を事例にした日本における社会的企業政策の研究である。当初の計画以上に調査への積極的な協力が得られ、2023年度に計画した全数調査のアンケートに代わるものとして十分な質量のデータの取得に成功、それらを様々な角度から分析した結果、当該制度に集結した営利企業セクターとサードセクターの全体的傾向、その中に分布する様々な集合的特徴、政策課題等を明らかにできた。一連の考察は、国際的な市民社会の研究や実務的な政策へ影響を与える意義をもった。すなわち、本制度に関連する行政や民間領域の実務家へ広く影響を与える報告機会、社会経済系の学会への登壇機会と新たな大規模学会への招待、市民社会の関連で論じた国際書籍の原稿執筆（出版年度をこの業績とする）とつながった。現状、日本における社会的企業政策の実態と今後の展望について、事例分析を通じた精緻な研究が乏しかったことを踏まえれば、この分野に一石を投じる極めて重要な研究成果を生み出したといえる。同様に、②で焦点化していた労働者協同組合の動向についても順調に調査が進み、2022年10月に施行された労働者協同組合法に関する論稿執筆、全国会議への登壇に伴う実務家への指導助言など先進事例の意義や今後の展望をいち早く解説する重要な役割を担った。それ以外の①と③については、明確な成果はでなかったが、調査関係者の拡大や文献等の情報収集は順調に進んでいるので、次年度以降に研究成果をあげられるよう、具体的な準備を進めていく予定である。
