本研究の目的は、福祉多元社会という現代の状況にあわせて、ストリート・レベルの官僚制論の既存の枠組みが国家機構のみの延長における末端機構の自由裁量行動を説明する枠組みに終始していた点を反省し、市民社会セクターの延長における末端組織の行動としても捉え直すことで、国家セクターと市民社会セクターの板挟み状況にある第一線機関＝社会運動組織の協働状況モデルを、福祉領域で活動するワーカーズ・コレクティブ(以下、W.Co)運動を事例に提示することである。端的に言えば、様々なセクターを媒介する説明を行う点に意義があった。以下、主な研究成果について述べる。第一に、現場の市民団体の組織特性の研究に関して成果があった。2000年代以降に生まれた福祉・雇用に関連する諸政策(国家セクター)によって制度化されてきた組織フィールドに対して、W.Co運動の側がどうアクセスしたのかを明らかにする作業によって、市民活動由来であるが、行政機構の第一線機関としても機能している市民団体が置かれている状況を明らかにした。具体的には、高齢化を背景に、介護保険制度を活用して発展してきたタイプのW.Coと労働市場から排除された人々を包摂するタイプのW.Co、中間支援組織があった。特に、後者のタイプの団体特性を説明するためには労働統合型社会的企業の観点が非常に有効であった。第二に、現場を支える中間支援組織の研究に関して成果があった。経営支援、教育・人材育成、場の支援、資源媒介機能、調整・連携構築、情報収集・発信、問題提起・政策提言という7つの中間支援機能があることを理論的に整理することができた。また、この観点から、各W.Coの連合組織の中間支援機能について明らかにした。具体的には、集団内部の関係を密にするやり方から、集団外部の他のセクターとの連携構築に力を入れるやり方まで、連合組織ごとに異なった組織化の形が存在した。
