本研究では、利用者支援専門員によるニーズアセスメントの質向上を目指し、①利用者支援専門員によるニーズアセスメントの実態について量的調査により把握・分析し、②①による実態と課題の把握から、すでに作成していたA4シート形式のニーズアセスメントツールを改良して電子化する。さらにこれを用いて現場での支援の質向上に資するeラーニング形式の利用者支援ニーズアセスメント実践マニュアルを開発する。2022年度は①利用者支援事業のニーズアセスメントに関する全国実態調査を実施した。目的は利用者支援専門員のニーズアセスメントの実態とその課題を明らかにすることであり、同様の調査を、「基本型」、「母子保健型」で実施することで、利用者支援事業のニーズアセスメントの「現状」とニーズアセスメントの「重要性」についての考えの類型による相違点を明らかにすることを試みた。この調査の分析により、各類型のニーズアセスメントに関する利用者支援専門員の力量や置かれている環境の傾向を明らかにすることができる。調査方法として、全国市区町村1986か所（区と重複するため区のある市を除く）の利用者支援事業基本型と母子保健型それぞれの利用者支援専門員及び上司に調査を依頼した。具体的には役所（場）の「子育て支援担当部局」に基本型の依頼文一式と「母子保健担当部局」に母子保健型の依頼文一式を別便で郵送した。回答はGoogle Formsを用い、インターネット調査で実施した。実施時期は2022年9月から10月で、結果については現在分析中である。
