项目摘要

本研究は、自治体による災害危険区域指定の意義や課題と地域への影響を明らかにするために、災害危険区域の制度面における指定プロセス、東日本大震災前後に指定された災害危険区域の役割や、実空間に与えた影響を調査することを目的としている。本年度は、津波被災を受けた災害危険区域内において整備されたスポーツ施設について、管理と運営の実態について調査を実施した。低需要で近隣住民が減少している津波被災低平地においては、隣接する土地利用との連携や管理の工夫により土地利用が行われていることなどを明らかにして、津波被災低平地の管理の可能性を示唆する研究を実施した。現在査読中の段階である。このほか、津波よりも頻度が高い災害として水害を扱い、災害危険区域指定における都市計画的な考慮についての研究を実施し、災害危険区域の指定については条例における規制内容が異なっている他、災害危険区域が既存市街地やマスタープランの拠点などと整合している自治体と整合していない自治体が存在しており、自治体による差が大きいことを明らかにした。水害は特に、災害危険区域の指定要因として被災が前提ではなく、被災とシミュレーションが混在している事例であるため、自治体計画の要素が強い事例である。さらに立地適正化計画において防災指針を定めている宇都宮市を対象に、都市計画と災害リスクとのバランスについてソフト面の支援を強化していることを明らかにした。
