项目摘要

2011年の原発事故の影響により、福島県浜通り地区の住民は避難を強いられた。原発事故から10年以上が経過し、その間に徐々に避難指示が解除され一部住民は帰還した。故郷での生活を希望し帰還したが、原発事故以前とは状況が大きく変化している。家族と離れての独居生活による様々な心配、近くに病院がないことによる緊急時の心配、食品の放射線に関する不安、等を抱えながら生活を送っている住民もいる。帰還後の生活を送るなかで様々な課題に直面していることが予想され、いまだ解決しきれていない課題を抱えている可能性がある。だが、帰還住民は高齢夫婦や高齢独居者が多く、課題解決のための行動には限界がある。住民自身では解決不可能であったことを他住民や様々な機関が関わることにより、解決に近づくと推測する。さらに、課題解決プロセスにおける住民同士の助け合いを通じた互助や、課題が解決されより良い生活を送ることにより、ウェルビーイングの維持や向上が見込まれる。震災や避難生活により多大なストレスを経験した帰還住民が、ウェルビーイングを獲得するプロセスを記録し、次世代へ継承することで、将来の災害に備えるための一助となりえる。本研究では、帰還した住民自身が生活における課題を明確にし、地域住民や行政機関等とともに解決に向かうプロセスと、そのプロセスを含む経験が住民のウェルビーイングに及ぼす影響について明らかにする。本研究はPDCAサイクルに基づき展開しており、2022年度は課題抽出(P)および課題に対する方略抽出段階(D)に至った。2023年度は、引き続き住民主体で展開するPDCAサイクルを観察・記録する。
