福島第一原子力発電所の事故の数年後、A町は避難指示が一部解除された。帰還した住民から、「戻っても何もすることがない」、「病院への通院、買い物が不便だ」といった生活する上での困り事や、若年者の帰還の心配事の発言がある。このような思いを住民同士が出し合うことで共有がすることができる。この思いの共有は、互助・自助につながり、やがては住民自らが町の復興に向けて活動していくような取り組みになると考える。そこで本研究は、町内で開催されるサロンの場において、住民同士が意見を出し合い、コミュニティに関する課題を抽出し、コミュニティづくりに参画し、実践するように導く過程を通じて、成果を確認する。2018年度は、サロンの日時や開催場所を検討、共同研究者と実施方法について検討した。2019年度は、サロン内で課題抽出や方略抽出の意見交換を実施、方略を実行した。意見交換では、町内での住みよい環境を目指し、「町内での生活を便利に、こうなったら良いのに」から始めた。サロンの参加者が帰還してきたばかりの町民や集まりに参加したことのない方々を誘い、交流をもつイベントを計画して開催した。実施までを評価して改善点を見出し、2020年度以降も参加者の思いの共有やコミュニティの形成のために繰り返し継続、2サイクル目を展開していく予定であった。しかし、新型コロナウイルス感染症拡大防止のため、これまで通りの大人数での意見交換形式での開催は難しくなった。そのため、2021年度にインタビュー調査により実施の成果を得ることとした。2022年度からは、共同研究者と共に結果をまとめ、考察を行った。2023年度に論文にて成果を報告することを予定している。
