本研究では、年齢や水域特性に着目した水難事故要因の分析および小児の知識・技能・思考等の現状把握を行い、小学校における水域特性別の安全水泳教育プログラムの作成を目指し、さらに作成したプログラムを用いて介入および効果検証を行うことを目的に、研究を進めている。日本は諸外国と比較して、重大事故に繋がる水難者の割合も高く、溺死率は先進国の中でも最上位であり、これらは社会的に解決しなければならない重要な課題である。さらに、日本は今後も水難事故や自然災害による水難被害が予測されるため、早急に溺水防止を目指した教育プログラム開発が必要である。しかし、水泳運動の「安全確保につながる運動」は導入されて間もないこともあり、未だ十分にプログラム内容は検討されていない。そこで、令和4年度は安全水泳教育が進んでいる諸外国の教育プログラムや身につけるべき知識・技能・思考等を文献研究により整理した。また、プログラム作成には水泳能力の実態把握が必要であるため、大学生を対象に実態調査を行った。その結果、先行研究同様に、諸外国と比較して浮標能力が低い現状が明らかとなった。安全水泳教育では水辺における水泳技能に加えて知識や思考力等の獲得も目指す必要があるため、実技形式だけでなく座学形式を活用することも有効である。そこで、大学生を対象に自然水域の水難事故防止をテーマに座学形式の授業を実施し、その後のリスク認識や対策実行認識の変化を調査した。その結果、授業前は水深が深く流れがある自然水域に対するリスク認識は高い値を示した一方で、自分や身近な人に対する水難へのリスク認識は低い結果を示した。そして、座学後は身近な水難事故へのリスク認識が大幅に向上し、ライフジャケットを活用するなどの対策実行認識も大幅な向上が認められた。

This study focuses on the analysis of the main causes of water disaster accidents and the knowledge, skills and thinking of children in primary and secondary schools, and the establishment of safety water swimming education programs in primary and secondary schools. Today, Japan is facing the need to develop education for the prevention of flooding accidents and natural disasters. The "Safety Assurance Movement" of water swimming is introduced in the middle of the day. In 2004, the safety swimming education was promoted in various foreign countries, and the literature research was organized. The study of swimming ability of university students was conducted. The results of previous studies are similar to those of previous studies, and the ability of foreign countries to compare buoys is low. Safe swimming education, water swimming skills, knowledge, thinking, etc., acquisition of necessary instructions, practical skills, learning methods, etc. To investigate the implementation of teaching methods for prevention of water disasters in natural waters, and to investigate the implementation of knowledge management methods for future students. The results show that the water depth before teaching is high, and the water depth before teaching is low After studying, we will learn how to understand the water disaster situation.
