项目摘要

本研究では、アジア太平洋地域の国家、地域機構、市民社会の三つの主体に焦点を当て、「虐殺予防（atrocity prevention）」をめぐる地域秩序の実態を明らかにすることを主な目的としている。2001年に提唱され、2005年の国連総会首脳会合（世界サミット）で承認された「保護する責任（R2P）」は、国家主権を問い直し、虐殺から人々を守るための強制的な軍事介入を許容する新しい規範的概念として登場した。その後、国連におけるR2Pをめぐる議論では、強制的な軍事介入よりも、むしろ「虐殺予防（atrocity prevention）」をいかに実現するかが重視されている。では、R2Pの登場によって、虐殺予防をめぐる地域秩序に変化はみられるだろうか。本研究の1年目となる2022年度は、当初の予定通り、研究の軸となる分析枠組みと予備仮説の構築に取り組んだ。そして、国連を中心に議論されてきた虐殺予防の主体、手段、戦略などを整理し、国家、地域機構、市民社会の三つを主体とする「虐殺予防ガバナンス」の概念化を試みた。その上で、R2Pの問題点に関する先行研究の整理を行うと共に、虐殺予防に関するグローバルなレベルの議論、制度、実践について調査し、考察を加えた。さらに、R2Pと虐殺予防の地域的な広がりを明らかにするために、アジア太平洋地域の国家、地域機構、市民社会を対象に、2020年までのそれぞれの主体の動向を分析した。加えて、R2Pと虐殺予防に取り組む同地域の市民社会ネットワークの活動に参加して参与観察を行うと共に、聞き取り調査の対象となる関係者とのネットワークの強化を行った。
