项目摘要

1.本年度の研究の実施状況と研究の成果(1)「都市の貧困」に対応して発生した、セツルメントの足跡と現在についてのヒヤリングの実施「都市の貧困」の変容によりセツルメントは減少したが、生き残ったセツルメント系の福祉施設が施設機能を生かして、「思想に基づく信頼関係」という方法で地域福祉活動を推進している。(2)「農村の貧困」対応した山形県の社会福祉協議会の、現在の活動についてのヒヤリングの実施「農村の貧困」から過疎へと問題が変容する中で、社会福祉協議会の役割のなかでも地域福祉活動のプログラムの推進だけではなく、介護保険に対応するサービスの提供やケアマネジメントが重視されるようになっている。職員も地域福祉を推進する業務にかかわる時間がなくなり、地域福祉活動にかける費用も削減されるといった、組織の運営問題をかかえるなかで、「地域福祉活動の生き残り」を図るためには、地域福祉活動のプログラムを選択するための内発的な方法と、主体形成につなげるための福祉文化的な方法が重要である。2.2年間の研究を通じて得られた知見これまでの地域組織化理論は、地域福祉活動プログラムを推進する方法として、「問題の発見→活動計画の策定→計画の実施→評価」という過程と「調査、広報・福祉教育、話し合い」という技術を示してきたが、本研究では、(1)経済的要因が存在する地域や時期においては調査を、(2)思想的要因が存在する地域や時期においては広報・福祉教育を、(3)住民組織的要因が活用できる地域や時期においては話し合いを、というように、地域的な要因に合わせて方法を選択することで、地域福祉活動プログラムを推進できることが明らかになった。
