高齢社会を迎えて、地域福祉や住民参加が重視されるようになりつつあるが、従来の地域福祉論や地域組織化論では、「住民主体原則」と「調査・広報・話し合い」といった技術は提示されていたものの、地域組織化を通じた住民参加が、福祉制度の充実や形成につながるための方法を明らかにするには至らなかった。本研究では、社会福祉分野で住民参加を促進してきた社会福祉協議会の地域活動に焦点をしぼり、都市部における活動の典型として東京都を、農村部における活動の典型として山形県をあげ、以下の作業を行った。1.東京都ならび山形県社会福祉協議会の担当者への聞き取りと資料整理による、都道府県社会福祉協議会の市区町村社会福祉協議会への支援事業の系譜と、市区町村社会福祉協議会の発展過程による類型化2.高度成長期型の活動をした社会福祉協議会と低成長期型の活動を発展させている社会福祉協議会への聞き取りによる、社会福祉協議会活動の事例研究と事系列的比較・分析。今後「山形型」と「東京型」として理論構築を目指すために、新たに得られた知見は、以下の通りである。1.山形県においては、高度成長期の「運動体社協」が、現実には孤立した農村部の住民の主体形成に主眼をおき、さらに社会福祉協議会職員による行政への柔軟かつ現実的な働きかけが行政に受け入れられる市町村で、費用のかからない分野において、公的な福祉サービスの開発が成立した。2.東京都においては、小地域活動中心よりも、新たな市民層の流入を背景とした、ボランティア活動の推進を中心とした地域組織化活動が成立しやすかった。今後は、行政による老人保健福祉計画への住民参加の保障が、活動を通じて住民が得た生活実態とあるべき福祉の方向についての知見を生かす前提条件となる。

Case study of activities of social welfare association and comparison and analysis of event series. From now on,"Yamagata" and "Tokyo" will be used to construct theories. 1. The "sports association" in the high growth period of Yamagata is now isolated, the main body of the residents in the rural area is formed, the staff of the Social Welfare Council is soft, the administrative staff is soft, and the development of public welfare is established. 2. Tokyo Metropolitan Area, Small Area Activity Center, New Citizen Level Inflow Background, Promotion Center, Regional Organization Activity Established In the future, the administration will ensure the participation of residents in the elderly health care and welfare plan, and the activities will be communicated to the residents to achieve the living conditions and the direction of well-being.
