地域福祉活動の発展の要因としての地域特性とプログラムの相互現定性に着目し、(1)高度成長期に地域福祉活動が発展し、現在も活動を展開している市町村の多い山形県を対象として、(2)高度成長期に活動が発展した白鷹町と飯豊町の、その後のプログラムの発展の相互の要因を、事例分析によって抽出、比較し、(3)地域性と方法の関連として、「調査→話し合い」という共通の方法を用いつつも、a)基盤となる団体の力を活用できた白鷹町では、団体の共通の関心事に焦点をあてた連絡調整的アプローチb)団体のメンバーをリーダーとして育成せざるを得なかった飯豊町では、福祉教育的アプローチという組み合わせが確認された。
