项目摘要

平成10年度においては、戦後政党政治を長く特徴づけてきた大きな政府-小さな政府による、左翼-保守の政党のイデオロギー軸の有効性を検証した。その結果、日本においては、赤字財政を前提とした上で、政府のサイズを抑制しようとする保守政党が、赤字国債発行を抑制するため増税を容認し、中道から左翼政党が、増税に反対し赤字国債発行に傾くという特徴的な傾向が見られた。これは、増税に反対し小さな政府を目指す保守と、増税を辞さず大きな政府を支持する左翼と言う伝統的な対立軸とねじれの関係にある。このような、政策対立の特徴を踏まえ、平成11年度においては、第一に、日本における1980年代の行政改革下の財政再建の政党対立軸への影響を振り返ると共に、欧米先進諸国において、同じような対立軸の変遷が起こっているかを検証した。その結果、赤字財政の恒常化にも関わらず、この対立軸の変化が、日本における特徴的なものであることがわかった。第二に、1993年以降の政党の連合、政権における連立の経過を分析した。前者の成果は、現在出版社に提出してある、比較租税制度及び福祉国家を主題とした、草稿の一部となっている。後者の成果は、今年中に、外国人研究者との共著として、邦文及び英文学術誌に発表される予定である。また政策対立軸の分析は、今後、総選挙ごとに行われる、政党の政策位置調査に反映され、この調査は、今後欧米諸国における調査と比較対照可能なデータを提供する。
