本研究の目的は、財政赤字削減・福祉縮小・増税など、国民や社会経済集団の政治的反対に遭い、実施が難しい政策が、世界各国でどの程度の規模で実施され、政府がいかにして「経済逆境的」な政策への国民や政治家の支持を構築するかを、国際比較研究で明らかにすることだ。今年度は(99年度)は、研究の要となる世界各国の財政・国家経済業績などの時系列経済データと、政治システム・選挙制度と結果・政府の構成・労働産業関係などの政治社会データを集め、さらに既存研究の結果を収集・分析した。さらに、既存研究や本研究の初期調査の結果から仮説を作り、数量分析を行い、経済逆境的政策の本質の解明に努めた。本研究が扱う研究課題は大きなトピックであり、データ分析は緒についたばかりだ。したがって、今後とも継続的に分析を順次進めていかなければならない。しかし分析の第1歩としての、政府財政赤字要因の分析は完了し、現在学術誌で審査中である("Effects of Government Characteristics on Fiscal Deficits in 18 OECD Countries")。同論文では、財政赤字のサイズがどのような経済的、政治的要因によって影響されるのかを時系列クロスセクション分析したもので、GDP成長率や失業率などの経済的要因が財政赤字にcountercyclicalな影響を与えることを実証した。さらに、これまで通常財政赤字を増やす要因として考えられてきた不安定な連立政権、小数政権、短命政権などの政治的要因が既存研究の結論とは逆に、財政赤字を減らす方向に作用していることが統計的に分かった。また、これら政治的要因が様々な経済ショックのもとでどのように作用するかも調べたが、結果は変わらなかった。既存の理論的・実証的研究の結果から逸脱したこの現象の原因や理論的説明はこれから明らかにされなければならない。今後も先進諸国の政治経済全体像の解明のために、数量的・定性的分析を進め、分析結果はその課題毎に論文にまとめられ、最後には1冊の著書にまとめる予定である。

The objectives of this study are: fiscal deficit reduction, welfare reduction, tax increase, political opposition of national and social groups, implementation of difficult policies, implementation of policies on the scale of countries around the world, government support for "adverse" policies, and international comparative research. This year, we will collect and analyze the results of existing research on finance, national economic performance, time series, political system, election system, government structure, industrial relations, political and social system, etc. In addition, existing research and preliminary findings of this study are discussed, quantitative analysis is carried out, and the nature of adverse policies is explained. This study is a research topic. In the future, the analysis of the situation will be carried out in turn. The first part of the analysis is "Effects of Government Characteristics on Fiscal Deficit in 18 OECD Countries". In the same paper, the main factors of fiscal deficit and unemployment are analyzed and verified. The main reasons for the increase of fiscal deficit are the analysis of the main political factors of instability, continuous political stability, short-term political stability, the conclusion of existing research, the reverse direction of fiscal deficit reduction, and the analysis of statistical factors. The main cause of political change is to change the way things are done. The results of the research on the existing theories and the explanations of the theories are as follows: In the future, the political system of advanced countries will be analyzed quantitatively and qualitatively, and the results of the analysis will be discussed in the paper. Finally, a book will be published.
