大阪府下の朝市・直売所は、地域の産地背景も異なり、開設契機・組織運営主体が多様である。しかし一方で、朝市の発展方向や地域農業における位置をめぐって、共通して検討すべき以下の問題点・課題が明らかになった。(1)ハード面での環境整備:販売所の選定・確保、施設整備が不充分であり、多くの朝市・直売所で駐車場確保の困難や混雑時における交通・安全対策への不安が指摘されている。地元農協や行政の土地・施設を適切に有効利用することも含めた協力・支援が是非とも必要である。(2)品揃え・数量調整をめぐる考え方の未成熟:消費者ニーズに対応すべく、多品目少量生産を基本に地域での品揃え確保の取り組みが進められているが、一方で卸売市場等での仕入れに依存する傾向もみられる。(3)地域農業における位置づけの混乱:販売事業としての拡大そのものが目的化し、仕入れに依存しつつ品揃えの量的確保のみを追求すれば、地域農業との接点が希薄化する。朝市・直売所を単なる農産物販売の場所と捉えずに、生産者と消費者との信頼関係を構築するアンテナショップとして位置づける視点が重要である。(4)運営組織の連携・交流の不在:各地で朝市・直売所の開設が進展するなかで、競合問題に対する危機意識が募っている。運営組織が、相互に開催日の調整や経験・情報交流を行うなどの連絡調整組織を設立することが急務である。地域一斉の同時イベントの開催やネットワーク機能を活用した組織提携によって、府下各地の特産品を相互に調達し豊富な品揃えを図るなど、知恵と工夫を凝らした効果的な取り組みも必要である。(5)生産者の意識改革:各地の朝市・直売所運営の担い手として重要な役割を果たす高齢者・女性の存在に着目するとともに、地域農業の生産振興を図る視点からも、自家菜園の延長線上に位置するこれら自給的農家が有する潜在的生産力に大いに着目すべきである。
