平成24年度から完全実施された新しい中学校学習指導要領社会科では、「社会参画」に関わる学習が一層重視され、中項目に「よりよい社会を目指して」が新たに加わった。この中項目は社会科のまとめとして位置づけられ、生徒が主体的によりよい社会の形成に参画する態度の育成が求められている。これまでの「地方公共団体」学習では、社会参画について住民投票やNPOなどといった取り組みの紹介が重視され、生徒が主体的に地域に対して活動を行う学習は困難であった。そのため、本研究では「地方自治」の単元構成を抜本的に見直し、「ちばレポ」を教材化した社会科における公民的分野「地方自治」についての学習指導モデル、学習単元の開発を目的とする。そのため、本授業は公民的分野の授業構想を立てたのち、本校の総合的な学習の時間である共生ゼミで半年間授業実践を行った。生徒にとって政治や地方自治とは、教科書やテレビなどの中で起こったことであり、生徒自身が身近なものとしてとらえ、実感するようなことはあまりなかった。しかし、社会の形成者として政治に興味・関心を持って学習を進めていくことは公民的資質育成のために必要なことであり、そのために自分の生活する地域にある問題点を見つけ、よりよくしていこうという「ちばレポ」を教材にすることは非常に有効であった。授業では、「ちばレポ」にあげる写真を実際に撮影に行き、そこにある問題箇所(落書きや壊れているところ)を見つけてレポートにまとめ、「ちばレポ」に投稿した。その後に千葉市役所の広報広聴課の方をゲストティーチャーに招き、行政がどのような対応を行ったのか説明を受け、なぜそのような対応になったのか、行政の視点を取り入れた学習を行った。こうした活動を踏まえ、最終的には生徒が千葉市に対して様々な意見を提言するために、「中学生が地域行政にもの申す」発表会を保護者・生徒を対象に行った。発表ではICTを活用し、これからの街づくりという視点で、生徒自身の手による市政へのプレゼンテーションを作成し、社会参画の視点を養った。その際、単に市民目線だけではなく、地方自治の学習を生かして、地方公共団体の街づくりや行財政の課題といった視点を踏まえて、社会参画に必要な姿勢が得られた。半年間の授業実践を通して、公民的分野に生かせる学習指導モデル、学習単元を開発することができた。
