项目摘要

【研究目的】1980年代以降の行政改革、とりわけニュー・パブリック・マネジメントの展開のなかで、バウチャー制度(準市場)は福祉・医療・教育・保育などの分野に広く用いられている。義務教育分野においては学校選択制という形で導入されているが、近年これ廃止し元の指定校通学に戻す事例が出始めている。制度廃止の目的やそれによって生じた変化や効果を明らかにすることが本研究の目的である。【研究方法】調査は、2016年度から学校選択制を廃止した二つの自治体を選び、教育委員会と小中学校の管理職を対象にした聞き取り調査とアンケート調査および資料分析を行った。調査項目として、制度廃止による①教職員(専門性、労働環境)の変化、②利用者(子ども・保護者、説明責任)への変化、③地域社会(参画、情報公開)への変化、④学校経営(戦略的マネジメント、運営への配慮・重点事項)の変化について、小学校3校、中学校8校の管理職から聞き取った。その後、全小中学校に同様のアンケートを実施して全体的な傾向を把握した。【研究成果】制度廃止の理由として「災害時や防犯等の而で地域との関係強化が必要」であり、「小中一貫教育との整合性が必要」であること、また「利用者の要望は強い一方で学校の特色で選ぶ割合が小さく、風評等による変動で学校規模が左右される傾向があるため、選択理由を条件に見直す必要」があるとされた。両自治体共に、指定校の変更基準を拡充する方策を採用し、学校の特色で選ぶのであれば本人の意思等を確認して入学を認める制度を導入している。学校への聞き取りとアンケートの分析によって、このような制度変更の趣旨が概ね確かめられたが、特に③地域社会への対応について情報発信や地域活動への関与の仕方が変化したとの回答が多く見られた。また、①教職員と④マネジメントの変化として小中連携推進の施策が選択制の代替的施策の効果として表れていた。さらに、②保護者・子どもへの対応(説明責任・情報公開・学校参加)については廃止前からあまり変化しておらず、選択制での取り組みや効果が継続しているものと考えられる。
