尾道市教育委員会では、平成16年度から学校選択制度を導入している。尾道市の学校選択制度は、小中学校ごとに受け入れ可能人数を設定し、希望者は新1年生に限り、条件を問わず入学できることとし、申請が受け入れ可能人数を超えた場合は抽選としていた。しかしながら、土堂小学校と、同校の進学先である長江中学校にニーズが偏っていた。両校においては、校区内に居住する児童生徒が少ないものの、1学年複数学級を実現できていた。反面、他校区から児童生徒が流出入することで地域コミュニティに与える影響も懸念されてきた。平成30年度に、「尾道市の学校選択制度の検証について」というテーマで尾道市教育委員会と連携して小中学校の児童生徒と保護者、新入学児童の保護者、地域住民に対する調査を行った。その後、令和2年度からの学校選択制度を縮小する変更につなげた。再度、尾道市教育委員会の協力を得て、令和3年度9月に「今後の尾道市立小中学校の教育の在り方」に関するアンケート調査を実施した。小学校3年生と中学校2年生の保護者、学校運営協議会委員・学校評議員・学校関係者評価委員、教職員の3者を対象とした。保護者と教職員に対しては学校を通じて調査票を配付・回収し、学校評議員等に対しては郵送で調査票を配付・回収した。回収率は、保護者88.6%、学校評議員等82.5%、教職員99.5%であった。年度内にデータ入力と基礎集計を行い、教育委員会の内部検討用の分析を行った。令和4年度には、主として3者間の意識の違いに着目して分析を行い、尾道市教育委員会及び関係の学校に対して説明を行った。学校の規模は、1学級20人台で1学年複数学級が望まれている。現在の学校を維持すると、望まれている規模よりも児童生徒数が少ない学校が増えると予想される。保護者は、新たな教育よりも、従来からの学習指導、情報提供、学校安全を希望している。
