项目摘要

この研究では、大学における職員が扱う業務の効率化を促す生産性の向上とそれを支えるモチベーションの解明を目的としており、特に国際的な学生交流事業の定例的な業務にフォーカスし、生産性の向上に資するための分析等を行い、職員業務の生産性向上に繋がる事例提案を試みるものである。実施に当たっての手法は、BPR(Business Process Re-engineering)に沿って進めることとした。国際的な学生交流関係業務を直接業務と間接業務に区分し、学生の海外派遣業務を対象とした。当該業務を大括りに示すと、1)広報、2)申請、3)審査及び決定、4)渡航手続き、5)事前研修、6)リスクマネジメント、7)報告、となる。1)には募集や通知、事前説明、2)にはオンライン申請処理や書類のチェック、3)には事前審査や面接、結果通知、4)には渡航費用の見積り、航空券や宿舎の手配、5)には安全教育やヘルスケアなどのオリエンテーション、6)には保険加入や緊急時の連絡と対応、7)には報告書の提出や報告会の開催などが含まれる。これらは業務上必要なプロセスであり、集約化と流れに変化はない。特に外部発注を行うに当たって適するものは、1)、4)、5)及び6)の一部であり、実務担当者への面談調査からも確認できた。重要度が高いと思われる2)、3)及び6)の一部については外部発注に適さないとされるが、このうち、申請書の処理やe-learningでのオリエンテーションについては外部発注可能で、一部実装を行っており、モチベーションにも影響を与えていることが分かった。今後、外部発注の検証を行い、更なる効率化を進められるよう検証結果を活かした改善提案を行う予定である。また、生産性向上の裏付けとなる数値については、業務上の事務処理が中心であるため、物的生産性や全要素生産性ではなく、付加価値生産性を念頭に置いた向上を示す必要があり、この研究をステップとして対象や定義等を明確にし、今後さらに研究を進めたい。

This research aims to clarify the objectives of the university staff and business efficiency promotion, productivity improvement and resource analysis, and to propose examples of staff and business productivity improvement.
