项目摘要

この研究テーマは、JABEE認定プログラムをはじめとする教育プログラム評価が、今後認証評価における専門分野別評価の中心となることを職員の立場から検証し、専門化・高度化が求められている次世代型職員(アドミニストレータ)の能力開発や今後の役割等について、専門職化へのアプローチに繋がる具体的な政策提言にまで繋がることを目的として、当該研究活動で得られた成果を大学の現場に敷衍することを視野に入れたものである。理工学系の大学や高等専門学校を中心に、これまでから第三者機関による評価の一環として、JABEE(日本技術者教育認定機構)により、教育プログラムを審査し認定するJABEE認定プログラム評価が実施されており、専門分野別評価の好事例として評価されている。ここでは、JABEE評価の内容を分析・整理し、機関別評価や法人評価の関連事項と比較検討すること等によって、専門分野別評価は、1)機関別評価を補完するものであること、2)教育プログラム評価を実施する上で有効であること、3)JABEE認定プログラムのように国際的な認定プロセスが必要であること、4)大学によって有効なツールとして活用することが可能なこと、さらに、5)評価活動の実質的な評価者として、アドミニストレーターが今後重要な役割を担うようになることなどを検証した。また、アドミニストレーターについては、スペシャリスト的素養を備えたアカデミック・アドミニストレーター(教育研究専門職)とジェネラリスト的素養を備えたジェネラル・アドミニストレーター(大学経営専門職)に分類し、スペシャリスト及びジェネラリストの専門性を分析した上で、双方の専門性を兼ね備えたハイブリッドな素養を持つプロフェッショナルとしてのアドミニストレーターの必要性を導いた。ただし、アドミニストレーター個人のキャリア形成における視点に加えて、組織の視点から分析・整理が必要であり、それらを課題とした実践的取組を念頭に置いている。
