项目摘要

この研究課題では、大学職員論やSD論の深化を促進するため、初年次教育を一例として採り上げ、文献調査や面談調査、関連のシンポジウムやフォーラム等にも実際に参加し、教職協働による初年次教育を実践できる教務系職員を養成するプログラムの在り方やそれを運用する職員の役割等を明らかにすることを目的に、具体的な施策提言を念頭に置き、研究を行った。現在の初年次教育は、スタディ・スキル、ソーシャル・スキル、ライフ・スキルといったフェーズを中心に展開されていることが多く、学部による特性を活かした取組に加えて、全学的な組織を設置して取り組んでいる機関も少なくない。ある国立大学では、全学的な組織が教職員の能力開発プログラムを実施しており、その組織には既存の事務組織が組み込まれ、通常業務の一環として教職協働でプログラムを運営している。当該プログラムは、大学職員を対象とした大学院修士課程におけるプログラムと同様の側面を持っており、個々の大学の業務に全てが直結するものではないが、一定の汎用性があり、いわば共通教育的に活用を行うことが可能である。教育支援を行う教務系職員を考慮する場合、こうした共通教育的プログラムと併せて、履修相談やカリキュラム開発などの共通する専門性を向上させるプログラムと、個別大学での実状を加味することでOJT (On-the-Job-Training)に組み入れることにより、特定分野の職員養成プログラムとして機能することが可能となる。また、端的な例として自校教育に直接関与する職員の養成を挙げることができるが、単なる枠組みを準備するだけでなく、その内容に直接関与する職員を養成するには、当該プログラムの開発準備段階から、職員が業務の一環として関わる必要があり、養成の過程においては、自校出身者の採用が最初の段階での一つのキーポイントとなる。さらに、SDの深化を促進するには既存のプログラム内容を再構築することが必要であり、対象となる職員層と職種を限定した上で業務の分析を行い、必要な能力や資質等を明確化し、プログラムに反映させ、それらをOJT化することが次の課題となるので、次年度以降取り組みたい。
