本研究は、知的障害児者が公共空間において安全に目的地まで移動するためのスキルやマナーを身につけるための『移動指導プログラム』を開発することを目的とし、移動のニーズに関する調査、既に指導方法が確立されている視覚障害児者への歩行指導の調査、海外における知的障害児者への移動指導に関する文献調査、個別の移動指導の試験的取組みを行った。移動のニーズに関する調査では、大都市圏中心市に位置するA知的障害特別支援学校に在籍する児童生徒の保護者を対象に質問紙調査を実施し、その結果を学術論文としてまとめた。調査の結果、放課後に自宅外で過ごすことが多いこと、保護者が高等部段階まで子どもの生活の広がりや交通機関の利用の拡大に合わせて指導を担う一方で、保護者は指導を受けられるサービスについては知らないということ、混雑した場所における移動スキルやトラブルへの対応力等の大都市圏中心市に特徴的な課題が日常的に生じていること、スピードを出している自転車や歩行者への注意力などの歩道におけるニーズが高いこと、困った時の対応力のニーズが高いこと等が明らかになった。また、95%以上の保護者が子どもが移動指導を受ける機会を望んでいた。学部ごとのニーズの特徴として、小学部段階では保護者だけではなく介助者と地域を移動することが多く、基本的交通ルールの理解の他、教師や保護者以外の人と歩く時のマナーや友達や他人と車や公共交通機関に乗る時のマナー等のニーズがあった。中学部・高等部では交通機関利用時のスキル、混雑した場所・道の移動、困った時の対応、携帯電話での連絡、地域のコンビニエンスストア等の利用経験に伴う移動に関するニーズが小学部以上に高まっていた。個別の移動指導の試験的取組みとして、知的障害特別支援学校中学部に在籍するダウン症生徒の登下校指導をした。担任教諭との連携、地域を移動する意義に対する本人の理解の重要性が確認された。
