项目摘要

平成30年6月に閣議決定された「経済財政運営入出国管理法と改革の基本方針2018」を契機に, 「出入国管法及び法務省設置法の一部を改正する法律」が同年12月8日の臨時国会において可決成立し, 同月14日公布された. そもそも外国人労働者の受け入れは, 平成5年に創設された労働者として実践的な技能・技術を習得するための技能実習制度からはじまり, 今回新しく「特定技能」が創設され, 一定の在留期間を経た専門知識や経験および技能を有する特定技能者は, 母国から配偶者や子供を「家族滞在」として呼び寄せて, 家族による永住も可能になった. これにより, 日本語指導が必要な外国籍児童生徒数の一層の増加と散在化が予想され. 当該児童生徒が少数のため加配措置対象にならない公立学校での教員への支援が必要になることは明らかであり, ICT活用による問題解決が急務であると考える.そこで, 当該児童生徒が受ける授業に於いて, 対応可能な翻訳ツールに求められる要件は何か. 少なくとも通訳支援員の代替として機能する翻訳デバイスやコンテンツに求められる要件はどのようなものかを, デバイスや翻訳ツールの活用を通して授業者学習者両方への質問紙調査により明らかにする.筆者の勤務校で実施したデバイスやコンテンツ活用実験では, スマートスピーカーは授業時における全体での情報共有の即時性に有効であるものの, 個別支援のためのツールとして使用すると, 対象児童以外の授業の妨げになりやすいことが指摘された. しかし, 対象者全員が日本語指導を必要とする児童生徒であれば, 授業を妨げることはなく即時性を生かすことができた. この点は, 自動翻訳機も同様である. 一方, タブレット端末では, 場面によって入出力形態を選択できる個別使用に対する可用性の高さを指摘する意見から, 通常学級では, 機動性の高いデバイスとしての有用性があることがうかがえた.これらのことから, 翻訳デバイスに必要な要件は, 通常学級では, 他の児童生徒の学習に支障をきたさないデバイスであること, 日本語指導が必要な児童生徒のみの集団での学習では, 複数の対象者に対応可能でなければならないことが要件として示唆された. また, 翻訳コンテンツに必要な要件としては, 語彙同士の関連性を認識して学習者にとって最適な翻訳が可能で, 日本語でもその他の言語でも適切に翻訳できる翻訳コンテンツ, つまり, 翻訳すべき日本語→翻訳された適切な母語→母語を適切に翻訳した日本語といった性能であることが必要な要件として示唆された.
