研究目的本研究は日本のみならず、世界各国のハンセン病政策史、患者の現状などの比較研究を行い、ハンセン病患者・回復者およびその家族への偏見・差別の是正、社会復帰に関する政策(技術)の開発を目的とする。研究方法本研究では各国のハンセン病史、患者と家族などの現状、患者村の歴史とその現状などを、文献研究と現地調査(現地研究者の協力によるlife story法など)により比較し、ハンセン病患者・回復者およびその家族への偏見・差別の是正、社会復帰に関する政策(技術)の開発を行う。今年度は日本(本土と沖縄)、ミャンマー、韓国の調査を行った。日本本土の調査では国立療養所栗生楽泉園、東北新生園の患者自治会と「ふれあい福祉協会」、国立感染症研究所ハンセン病研究センターなどの協力を得た。沖縄ではハンセン病回復者の会「楓友の会」、「ゆうな藤風協会」、療養所医師OB(原博士、犀川博士)などの協力を得た。また、ミャンマーではヤンゴン大学San Shwe博士と共同研究を行った。韓国では患者定着村運動の責任者である、柳博士、河博士と共同研究を行った。研究成果ハンセン病回復者、患者および家族・親戚への偏見・差別、スティグマは日本、ミャンマー、韓国に普遍であり、その社会復帰、共生は一様に困難な状況にあった。日本の患者村、韓国の定着村研究から、政府の援助の下に農業、商業などを営みながら一般社会との経済・流通のシステムを確保し、社会と共生を計るシステムは患者への偏見・差別の是正に非常に有効であることが分かった。ミャンマーの患者村の研究や沖縄のハンセン病回復者との議論からは、啓発事業よりも教育制度の充実(学校、ファンド)により、患者・回復者および家族などの教育レベルを上げること、職業訓練、起業推進、公務員としての採用などにより経済的自立を推進すること、個々に存在する患者・回復者を公的機関が中心となりassociationとしてまとめ、患者・回復者の発言力や自立心、共同意識を高めることなどが社会との共生、差別の是正の有効な方法であることが分かった。
