平成19年度から本格実施となった特別支援教育は、小・中学校の制度拡充に向けられているが、今後、高校への拡充が求められる。なぜなら学習障害や注意欠陥多動等の疑いのある生徒は、その多くが小・中学校の通常学級で学び、その後高校に進学してくるからである。現在、困難校や定時制高校には、学習障害(LD)、注意欠陥多動(AD/HD)、高機能自閉症などいわゆる発達障害の疑いの生徒が在籍していることが確認されている。彼らの多くは、高校進学の意義や動機が不明瞭で、学習に対する不安や苦手意識がある。また基礎学力不足のため授業についていけない、人間関係がうまく作れない等で、問題行動や不登校から中途退学へと学校不適応を起こす者もいる。本研究では、ある時期における初等・中等少年院の入所前の経歴は、約56%が高校中途退学者であり、そのうち61%が全日制高校、39%が定時制高校の出身者であったことが判明した。これらのことから高校の中途退学者の一部には、少年犯罪に関与する場合があると推測できた。こうした現状の中でも、現場の管理職や教師の中には、高校入試をクリアしているため、特別支援教育が必要である生徒の発掘や対応について無理解であったり、消極的であったりする者もいることがわかった。今後の高校現場における特別支援教育の取り組みは、こうしたことが課題であり、さらに教育的ニーズを要する生徒への教師間による「共通」の理解や支援をすることが重要であることが研究から明らかとなった。これらを踏まえて本研究では、ネットワーク上に個別の指導計画(以下e-IEPと表示)を配置し、生徒の実態把握から教育的ニーズを探り、「共通」の理解や支援を行うことを提案するものである。e-IEPでは、対象生徒に関わる教師が、ネットワーク上で対象生徒についての日常の授業や生徒観察から、記録や会議を行うことによって多くの教師が対象生徒の実態把握をすることが可能となる。また対象生徒の学習上・行動上の問題や課題について、多くの教師が「共通」に理解や支援をすることにより、組織的にその方策を計画、対応、支援を行うことが高校に求められることが示唆された。
