1研究の目的学校校務分掌組織の改編を軸としながら、学校関係者評価委員会からの助言・提言や学校設置者の学校支援策が学校改善に生かされるシステム構築をめざす。2研究の方法学校評価に関する先行研究を検討し、研究者視点と学校現場視点の異同を整理する。また、学校関係者評価委員に対してはインタビュー調査を実施し、学校関係者評価に関する可能性や限界性について明確にする。さらに、先進事例自治体等への訪問調査を行い学校設置者の学校支援策について検討を行う。3研究の成果_学校自己評価では、校務分掌組織と評価項目との連動を図り、教職員の日常的教育活動を評価に生かすという視点で組織運営を行い、学校経営改善に生かすことができた。学校関係者評価では、評価委員へ学校評価の理解を深めるために説明会の在り方を変更し視覚へ訴える方法を用いて、学校評価に関する認知度を高めた。学校支援策に関しては、市教育委員会との情報交換や先進事例の自治体実地調査から、具体的支援策について「学校評価の具体的な進め方」「学校評価に関する教職員研修」「各学校への人的・財政的支援」に分類できることを明らかにできた。4今後の課題○学校関係者評価委員が、学校自己評価の整合性や妥当性を検証するための評価活動が十分にできず、学校関係者評価の困難性を感じていること。○学校関係者評価委員に対して評価に関する専門的知見が求められることから、学校関係者評価委員を受諾することに消極的な実態が浮かび上がってきたこと。○学校設置者による学校支援は実施されているものの、学校・学校関係者評価委員会との十分な協議を重ねた上での支援にはまだ程遠いこと。
