项目摘要

1 研究の目的学校関係者評価委員に求められる資質について明らかにすると同時に、学校・学校関係者評価委員会・学校設置者の学校評価および学校設置者の学校支援に関する認識の違いを整理し、その結果から学校・学校関係者評価委員会・学校設置者の三者連携のもと、より具体性のある効果的な学校評価システムを構築することを目的としている。2 研究の方法前年度に実施した学校関係者評価委員へのアンケート調査結果をもとに、学校関係者評価を実施する上での阻害要因を明らかにし、学校関係者評価委員の資質向上を図るための選考・研修・実施に関する具体的な方策を検討した。また、学校設置者へのインタビュー調査をもとに、学校支援策に対する学校と学校設置者の認識の違いを明らかにし、学校評価に関する三者が連携した学校改善システムの研究を進めた。3 研究の成果学校においては、学校自己評価を学校改善に結びつける工程についてある程度示唆することができた。また、学校関係者評価においては、学校関係者評価委員が抱く学校関係者評価に対する不安要因を分析し、不安を除くための研修や対応策を提示することできた。この2点から学校自己評価と学校関係者評価を連動させた学校改善システムを構築することはある程度できた。4 今後の課題学校改善システムを実践する中心的役割を担う教職員の実働について、以下の2点が明確になり、今後改善すべき課題として研究を継続すべきものと考える。(1)学校においては、学校改善に向けた工程表を作成しても実践する各教職員の職能の違いから学校改善については各学校において進捗に差があること。(2)人材育成に関する研修においては、県教育委員会の研修プログラムは『義務教育の質を保証する』といった観点から均一的になりがちであり、個別の学校事例に対応した研修プログラムを作成することは困難が大きく、このため市町村教育委員会が担う研修が重要であること。
