1.本研究では、「あいりん地域」の日雇労働市場の展開を中心として、労働市場の縮小が日雇労働者や職人層の労働・生活に与える影響を明らかにし、不安定就業層の生活保障政策において、雇用と福祉の交錯を視野に入れた施策のあり方を研究することが目的である。2.(1)リーマンショック以降の新規流入層の実態と従来の日雇労働者との相違点を明らかにするため、2008年に西成労働福祉センターが実施した「あいりん地域日雇労働者調査」のデータ再集計と分析を行った。(2)「あいりん地域」の日雇労働者を雇用する事業所の求人動向や雇用実態をとおして、1998年から2011年まで西成労働福祉センターで実施している「建設業作業員宿舎調査」の分析を行った。(3)不安定就労層(稼働層)の生活保障政策のあり方を明らかにするため生活保護受給者や労働災害被災者の就労支援策を展開している釧路市役所や宮崎県建設農林事業団への現地聞き取り調査を実施した。(4)建設労働や失業・貧困、社会的排除、ホームレス、生活保護(就労支援)に関する先行研究成果のレビューを行ない、学内外の研究会等で先行研究レビュー報告や意見交換を行った。3.(1)リーマンショック以降の新規流入層は、若年化しており、建設日雇に従事する労働者の就労経路の不明確化や社会保障の欠如が顕著となってきている。(2)90年代以降建設作業員宿舎に入る労働者の減少が続き、現場入場の手続きの厳格化(身元確認・健康管理・年齢制限など)が進み、雇用を抑制する事業所が増加している(3)就労支援プログラムでは労働条件の低位性や社会保障の欠如はあるが、当事者の社会的自立(適応)を促進するシステムが確立している。(4)本研究課題の成果をまとめて、2012年度に修士論文を執筆する。
