戦災に遭わず古い城下町の姿を残す松江が、城下町として江戸時代初頭に造成されてから、現代に到るまで抱える治水の問題を、江戸時代の城下町改変の歴史の中に探ることを目的とする本研究では、まず城下町松江の研究史を整理し、研究の到達点と課題を明らかにした。従来の研究は大きく1.都市空間類型、2.城下町図の収集と編年、3.松江城、4.城下町の成立と変遷、5.武家地と町人地(主に絵図、考古学の視点から)、6.松江の特質を開府以前や周辺から探る研究に整理された。特に文献からのアプローチが少ない点を指摘した。次いで城下町の姿を視角的に追うことが可能となる城下町図の制作年を絞り込む方法について、これまで採用されていた藩士の勤功録である「列士録」に基づくのではなく、藩の屋敷方で記録・保存された帳簿「松江城下武家屋敷明細帳」の記載に基づくべきであることを提言し、3点の城下町図の制作年を特定した。また「松江城下武家屋敷明細帳」は、利用しやすい形で活字化されるべき史料であることも述べた。最後に、これまでの研究成果をまとめ、城下町の造成から18世紀初頭までに取り組まれた藩による城下改変の動きに、実戦重視から治水重視への政策の変化を読み取った。そして城下町の外観は18世紀初頭の松平3代綱近期に固まり、その後は大きな改変がなされていないことから、その後も襲う洪水に、人々が普段の生活のなかでどのような工夫と対策をとっていたのかを明らかにしていく視点が求められることを提言した。
