本研究は平成23年度に本助成事業の科学研究費補助金の交付を受けて取り組んだ「新学習指導要領の趣旨を生かした自然災害防止に関わるダイナミックな学習活動の開発」の成果・課題を踏まえるとともに,東日本大震災の発生によって見えてきた課題を受け,地域や児童の実態に応じた自然災害を防止するためのカリキュラムの構築及びその実践のあり方を明らかにしようと取り組んだものである。研究の方法としては,岩手県内や全国各地でこれまでに自然災害が発生した地域への視察及び調査・資料収集を中心に行った。岩手県内については勤務校の防災復興教育とタイアップし取り組んだ。交流校である山田町立山田北小学校を訪問し,被災の状況や現在の取組等について具体的に調査するとともに,実際に本校児童が交流校を訪問し被災地の児童と交流したり,山田町の防災担当者の説明を受けながら見学したりする教科横断的な活動を構想・実践することができた。また,北海道稚内市周辺での「防波堤ドーム」等及び北海道洞爺湖町における防災や復興への取組の詳細についての視察を行った。さらに,長崎県島原半島での視察では火砕流の直撃を受けた南島原市立大野木場小学校を訪問し校長先生より防災の取組が現在でも継続されていることを教えていただいたり,現地観光ボランティアの案内で島原地方の災害後の復興やその後の防災の取組についても詳しく調査したりすることができた。この島原半島での視察結果は実際に5年生社会科の授業において教材として開発し,防災と復興を関連させた新たな学習単元として実践することができた。以上のような取組を通し,児童の住む地域の実態に応じた自然災害防止のための教科横断的カリキュラムの構築及び実践が極めて有効であることを強く認識できた。加えて,防災と復興を関連させた教材・単元開発の重要性についても実践を通して明らかにすることができた。今後は防災と復興との関連について更なる研究を進めていきたいと考える。
