本研究は平成23年度より完全実施となった新学習指導要領のうち,小学校第5学年社会科に新内容として追加された「自然災害の防止」について,その趣旨を生かした学習はどのように展開されるべきかを,教科・領域を超えたダイナミックな単元構想を中心的な視点として明らかにしようと取り組んだものである。研究の方法としては,自然災害の防止に先進的に取り組んでいる地域への視察を優先的に行った。神戸市の「人と防災未来センター」「神戸市立本庄小学校」では,阪神淡路大震災の被害状況や復旧への取組,現在の防災への取組等について具体的に研究した。また,東京都臨海広域防災公園の防災体験学習施設「そなえりあ」では,都市型災害発生に対応した被害拡大を防ぐ対策について研究者自らも体験をしながら学ぶことができた。そして,長崎県の雲仙普賢岳周辺での視察では「雲仙普賢岳災害記念館」及び周辺の災害遺構の視察を通して,災害の記録を後世に残すことの大切さを強く実感することができた。その他,山口で行われた社会科フォーラムでは自然災害の防止を視点とした研究授業の参観及び研究会に参加することを通し,授業実践のレベルにおいて留意すべきことについて研究を深めることができた。そして,視察・研究の成果を生かし,10月には公開研究授業を実施し,災害遺構や記念館等を中心的な題材として取り上げ,学習を更に深めることができた。本研究を通し,特に災害遺構や記念館を発展的な題材として取り上げたダイナミックな学習の展開が自然災害防止に対する人々の取組の意義を児童に理解させる上で非常に有効であることがわかったことが大きな成果であった。
