東日本大震災により、節電、災害に強い自然エネルギーの急速な普及に対して社会の関心が急速に高まっている中、本研究では茨城県内の自然エネルギーの活用を促進するためのネットワークの構築が効果的に進むよう、基盤となる情報の集積・整理を行った。研究は、自然エネルギーに関する技術、計画、ポテンシャル、地域の活動、関連施設情報の収集と整理を行い、いばらき自然エネルギーネットワークHPを活用したWEBデータベースとして蓄積すると共に、いばらき自然エネルギーネットワークのイベント、メールニュースを活用して情報を能動的にも発信することを試みた。具体的には、WEBページ内に自然エネルギーデータベースのコーナーを設置し、収集された情報、書籍を紹介した。セミナー開催時には、関連書籍コーナーを設け、参加者が書籍内容を手にとって内容に触れることができるようにした。また、現地踏査においては、職場体験におとずれた県内の中学生2名とともに現地踏査を実施し報告書を作成し、さらにHPで公開した旨をメールニュースで紹介することで、身近で臨場感のある情報提供を県内対象に広く実施した。茨城県には、これまで、自然エネルギーに関する県域レベルのデータベースが存在してこなかった。本研究では、地図、書籍の紹介、報告書の収集、局所風況マップ等の自然エネルギー活用ツールをデータベースとして整理し、同時に、データベースを構成する個々の具体的な内容を、定期的なニュースメール、セミナーを通じて、時間をかけて自然エネルギーに関心のある主体に発信した。今後、データベースが活用されると同時に、個々の情報から学びを得た個々の主体が、それぞれの情報から何らかの刺激を受け、地域での具体的な実践を生み出してくれることが本研究の将来的な実績となると期待される。
